I have replicated this and created a Helpdesk Ticket - 4583651 - I would recommend you do this yourself as this Forum is only casually visited by Odoo staff on a volunteer basis.

In the mean time you will have to adjust the permissions for the ir.config.parameter model

1. Activate Developer Mode
2. Visit the Access Rights Menu (Settings --> Technical --> Security --> Access Rights)
3. Filter for System Parameter
4. Click NEW (1)
5. Create a new line as shown (2) giving READ access to all Internal Users
